One of the most helpful sites is https://www.oDesk.com, where you post your job and list an hourly rate or a fixed rate, and independent contractors bid on it. You can see their prior experience and reviews on their oDesk profile. The majority of the independent contractors on this site are outside the US. The bulk are from the Philippines, India, and Pakistan.
Other places to look include https://www.elance.com and https://www.guru.com. I've had the best luck and best responses with oDesk.
